The North Slope region in Alaska is a land of superlatives. On an annual basis, its coastal area has one of the coldest climates in Alaska; the region contains the nation’s largest oil field; and Barrow, the northernmost community in the United States, has one of the largest Eskimo populations in the world. Most of the schools in the North Slope region are in communities that are only accessible by air.
Service: Execution Management
Need: To develop a cohesive strategic school district plan that was based on community and staff input, which would be implemented instead of tabled after the annual retreat.
Deliverables:
- Provide NSBSD a robust online communication source to align all schools and the communities it serves.
- Assess all internal and external stakeholders.
- Implement cultural specifications into the strategic plan process and end product.
- Produce a plan that would achieve all state and federal mandates while weaving cultural preservation and celebrations into the themes where needed.
- Manage the strategic plan implementation and provide ongoing reports.
Solution: The people of the North Slope have a deep desire to preserve their Inupiat language and culture, which is driven largely through the schools in each community. Therefore, in addition to academic achievement, the strategic plan needed to encompass this larger cultural goal. To accomplish this outcome in a culturally-sensitive manner, district staff launched a one-year education initiative to gather community input. This extensive information was used as a basis for developing the strategic plan through a series of meetings with the school board, administrative and educational staff.
Result: The development of the strategic plan has been completed and the staff has committed to quarterly strategy sessions and performance measure updates to the board to keep the plan alive. M3 continues to oversee the strategic management process to achieve the desired outcome of having a plan that is living and demonstrating progress toward achieving the large goals set forth by the community.
